Episode 16 of the dynamic finale began with a flashback of Sheriff Rick and little Carl, maybe 5 years old. Then, walkers. Alden was seen being tailed by a pack of angry dead. The scene switched to Rick staring at himself in the mirror. Siddiq comes to feed the baby from the Sanctuary. Rick asks Siddiq how it happened. Siddiq tells Rick with pride and honor that Carl went out with purpose. He was doing what no other probably would've done. Carl was honoring a dead woman he didn't know. Rick thanked Siddiq and walked out. Henry and Carol are positive about the day's turnout. He wants to go back to the Kingdom. Jerry and Ezekiel talk about the day forthcoming. Daryl, Rosita, Michonne, Maggie, Carol and Rick plan their route. Morgan starts acting out of sorts as Alden and his group come through the gate. He goes to attack when Henry counteracts. Henry is on the ground when Morgan realizes what he has done. He last remembers them not being inside but Alden tells him that he wanted to clear a path for the journey ahead. Maggie confirms this. He and Rick talk. Rick doesn't want Morgan to go, he doesn't think its a wise idea but Morgan's conscious won't let him not go. Morgan tells Rick that he thinks they're worse off than before and its because they've lose everything positive in their lives. Morgan just wants it all finished. A small group heads out, Rick and Michonne hand in hand.

The Sanctuary is buzzing. Eugene and Gabriel see Dwight. Negan mocks, saying he once had everything and now he has nothing. Negan is thrilled to see his bullet maker and Eugene assures that all rounds requested have been filled. When Negan test fires a round, it fires perfect. After giving some youngsters a task, they load up and roll out. Negan gives Eugene the option to stay but he 'needs' to see the result. Along the way, Negan confesses to Gabriel that he is going to kill all the Survivors. So, he jumps from the SVU. Rick and co ambush the setup and they prepare to move on the trap as a trap of their own. Gabriel runs but Laura and Eugene find him quickly. Negan comes and tells Eugene that he's his kill now. He quotes Gabriel about "a fruitless death."

The group moves out on the ridge and overlooks a massive horde that is presumably the Whisperers which is followed by the stake marker that is likely their border (as seen in the comics). Jesus offers Morgan a little help; instead of killing everyone, knock them out. Khal warns people that Saviors are approaching. Tara and Co sneak under Hilltop. Rick and Co move into a clearing and the signature Saviors whistle is heard over a speaker followed by a snide Negan comment. Rick wants Negan to come out but he won't. instead...he counts. When his people charge Rick and fire, the bullets react and explode in the peoples' hands and faces' including Negan's. Negan has a hole in his hand as Rick and Co attack.

Gabriel jumps up and socks Negan in the face. Negan falls but quickly jumps up. Dwight bum rushes him and beats on him but Negan shoves him away and he runs. Tara and her group head into the forest but Alden doesn't want them to follow so he wants to take them out. A group of Saviors joins in and they wait. When the get ready to attack, bombs explode. Molotov cocktails explode the Saviors and Syndie and the Oceanside clan including Aaron come. Eugene is nearly ambushed by Regina and her group when he shoots her and Rosita mows down the others. Maggie and Co approach on a group of Saviors when Laura and her men lay down their guns and surrender. Rick chases Negan and runs out of bullets. The lonesome tree seen in the premiere and in the mid season finale is revealed.

Rick and Negan fight hard. Negan shoves Lucille in Rick's side but Rick tackles him. Negan and Rick roll, Negan jumping up and kicking him repeatedly in the side. Negan picks Lucille up and is ready to bash in Rick's head when Rick gets into Negan's head, begging for 10 seconds, just 10 seconds for Carl. Negan has a tender spot for Carl and so he obliges. Rick tells him that Carl believed it didn't have to be a fight anymore. Negan says Carl was wrong. Rick says Carl wasn't wrong. Negan pauses and gets noticeably emotional when Rick rears up and nicks Negan's throat. Holding his bleeding neck, Negan mumbles that "Carl didn't know shit." Rick has another flashback. When Rick turned, the forces were behind him. He tells them to put their hands down and go home. He calls onto Siddiq to save Negan and Maggie freaks. She wants him dead. Rick assures all the captives that if they can all live in peace, the world is theirs. Any person willing to challenge that will be dealt with. He tells them that work begins, as does the new world. "All of this is just what was. There's gotta be something after." He walks back to the tree. Rosita asks Eugene if he was behind the weapon backfiring. He admits he was. She smiles then punches him and says that was for the puke.  Morgan gives  Carol his armour that belonged to Benjamin to give to Henry. She asked if he was going to be okay. He said he was gonna try. Rick is against the tree crying. He whispers what he said back in the season 8 premiere "My Mercy Prevails Over My Wrath".

Everyone is back at the Hilltop. Alden tells Maggie that the group decided to go back to the Sanctuary and he never really was that way. He tells her that he was reading the book that Georgie gave her and says he can help build those things. She agrees to him helping and staying. Tara and a group are at the Sanctuary to deliver and pick up supplies. Daryl drives into the forest where he and Dwight are alone. Dwight knows what he's there for, for what he did, he only wanted to see Negan die. He cries and sinks to his knees. Daryl throws him the keys at him and told him to drive and never come back because if he did, he'd kill him for certainty that time. Daryl leaves. Jadis hears a knock and gets the metaphorical door. Its Morgan. He has a message from Rick; she's welcome to the community. She asks his name and he tells her 'Morgan Jones' and she tells him to call her Anne. Dwight drives to the abandoned house that he visited last season looking for Sherry. He finds a note with an infinity symbol and the label 'Honeymoon' and two bottles. Ezekiel, Jerry, Henry and Carol arrive at the Kingdom. Maggie meets with Jesus. She tells him that Rick was wrong for letting Negan live. Both he and Michonne are wrong. So, they'll bide their time, build and strengthen. But when the moment comes, they'll show them. Daryl chimes in from the shadows.

Negan is lying in a bed with his neck wrapped when Michonne spoke. She and Rick tell him that Carl saw something  better. So, to make that possible, they aren't going to kill him nor harm him, but they are going to use him as an example. He will rot in a cell for the rest of his life to bring back some form of civilization. This will be the start of a new way of life, to show people that things have changed. Negan just stares. Father Gabriel is in his Fatherly attire walking through the crispy church. He thanks the Lord for making him see. Rick is on the porch having another flashback of him and a little Carl as he writes Carl one final letter...
